Jeanne holds the position of Senior Regulatory Counsel at SEIA. In this position she manages regulatory initiatives before state agencies representing all major solar market segments. Currently focused on California she also will be assisting in regulatory matters to advance solar markets in other western states.
Ben Norris is SEIA's Manager of Federal Regulatory Affairs and Counsel. He advises SEIA on legal and regulatory issues including siting and permitting, wildlife, taxation, wholesale power market issues, and cybersecurity. Before joining SEIA, Ben served as senior counsel at a national energy trade association and as an associate in the energy and environmental practice of a Washington, D.C. law firm. He lives in D.C.’s Capitol Hill neighborhood with his wife, daughter, son, and dog.
Gizelle Wray is SEIA's Director of Regulatory Affairs and Counsel. She represents SEIA regarding energy matters of importance to the solar industry before the Federal Energy Regulatory Commission, Regional Transmission Organizations, the various federal agencies (DOE, EPA), and Congress. She also coordinates with SEIA’s members and coalition partners in multiple venues to advance SEIA’s policy objectives of energy storage, transmission, interconnection, bulk power generation, and cybersecurity.
David Gahl is SEIA’s Senior Director of State Policy, East where he works on regulatory and legislative matters in Massachusetts, New Jersey and New York and provides senior-level oversight on important cross-cutting solar policy issues across the Eastern states.
