Court Upholds Tariff Exclusion for Bifacial Solar Modules as SEIA Continues its Legal Fight
The U.S. Court of International Trade (CIT) will allow the exclusion from Section 201 tariffs for bifacial modules to remain in place for the foreseeable future. In early October, the Office of the U.S. Trade Representative (USTR) attempted to revoke the exclusion, a decision which SEIA and several solar companies immediately challenged.

SEIA Announces Leadership Changes to Board of Directors
WASHINGTON, D.C. - Last week, citing a need to focus on SunPower priorities, Tom Starrs announced he will step down from his position as Chair of the SEIA Board of Directors. He will continue to serve as a member of the Board. Tom’s resignation will be effective December 1, at which point Vice Chair Ryan Creamer, CEO of SPower, will serve as Acting Chair until an election is held in late December. Solar Firms to Halt Operations in Dominion South Carolina as Commission Approves Devastatingly Low Solar Rates
WASHINGTON, D.C. — On November 15 the South Carolina Public Service Commission issued a crippling order to the solar industry after months of debate regarding how the state’s utilities set the rate paid to large solar facilities. The Energy Freedom Act directs the Commission to level the playing field between utilities and the solar industry, and instead, the Commission sided with utilities to keep the monopoly status quo. This decision undermines the Energy Freedom Act and will have a lasting and devastating effect on the solar industry’s ability to operate in South Carolina.
House Clean Energy Tax Package Includes 5-Year Extension of Solar ITC, Storage Incentives
Today the House Ways and Means Committee released a comprehensive clean energy tax package that includes a five-year extension of the 30% solar Investment Tax Credit (ITC) and new incentives for energy storage.
CA Energy Commission Tables Vote on Poorly Designed Shared Solar Proposal
