New York DPS Whitepaper Takes Step Toward the Future of Solar Rate Design

The New York Department of Public Service (DPS) released a long-anticipated whitepaper that proposes rate design changes for residential solar customers in the state. The proposal considers extending net metering to 2021 and making modest changes to net metering that would affect future rooftop solar customers.

Following is a statement by David Gahl, senior director of state affairs, northeast for the Solar Energy Industries Association:

“This whitepaper proposes modest changes to solar rate designs and recommends an extension of net metering until 2021, both of which will provide certainty to solar companies in the state. We commend the DPS for rejecting more complicated rate design changes that would not have been workable at this point in time. DPS also proposed a new customer benefit charge that will affect rooftop solar projects. SEIA is still analyzing how the charge will impact New Yorkers’ ability to choose solar and will submit comments in advance of the final decision in early 2020.”
