Washington, DC Energy Storage Policy and Market Overview

The District of Columbia has a limited toolkit for advancing microgrids and energy storage deployment. The city has prioritized thoughtful decision-making regarding storage interconnection regulations, equitable incentive programs, and reducing market barriers.

DC published key regulatory guidance detailing interconnection rules for Small Generation Facilities (DC Municipal Regulations Chapter 40). Despite these inclusive regulations, the city currently funds only one demonstration program for energy storage.

In 2023, DC launched the Energy Storage Grant Program, and since has funded two rounds of programming. With its available resources, the city is widening its toolkit to facilitate the growth of storage resources and promote a competitive market. Grant funding, federal tax credits, and favorable interconnection rules are driving Washington, DC’s storage deployment.
