Minnesota Energy Storage Policy and Market Overview

Minnesota is taking key steps to advance energy storage deployment and grow the market. Bilateral action from regulators and utilities is encouraging deployment of both BTM and FTM storage to reduce customer costs and cement grid reliability.

Minnesota was one of the first states to mandate a benefit-cost analysis study for energy storage (2019). The report issued critical insight to legislators and regulators on optimal times to accelerate market growth. Regulations codified in 2024 by the PUC mandate electric utility planning transparency. Minnesota Statute 216B.2422 requires utilities with more than 10,000 retail customers to include energy storage systems in their IRP filings. As of 2023, Minnesota reported a 16 MW capacity of storage.

In 2024, the Minnesota Commerce Department and electric utility, Xcel Energy established incentives supporting energy equity and solar-plus-storage. Such incentives equip Minnesota to continue accelerating deployment. A market-based approach to accelerate energy storage growth through favorable tax policies, and utility and state incentives, is solidifying Minnesota for prolonged energy storage growth.
