Rachel Skaar

Director, Communications

Rachel Skaar serves as Director of Communications at the Solar Energy Industries Association, where she leads the organization’s media relations work and executes strategic communications efforts to advance the growth of the solar and storage industry nationwide.

Rachel is an accomplished communications strategist with years of experience shaping high-impact messaging at the intersection of clean energy, climate, and public policy. Prior to joining SEIA, Rachel served as Deputy Communications Director for the U.S. Senate Environment and Public Works Committee and the committee’s chairman, U.S. Senator Tom Carper (D-Del.), where she drove messaging on landmark environmental and infrastructure legislation during the 118th Congress.

Before that, Rachel served as U.S. Senator Michael Bennet’s (D-Colo.) press secretary. During her five years with Bennet, Rachel developed and executed communications strategies to advance his work on public lands and drought policies, as well as his forestry and agriculture work as a senior member of the U.S. Senate Committee on Agriculture, Nutrition, and Forestry.

Rachel began her career on former U.S. Senator Jon Tester’s (D-Mont.) successful 2018 reelection campaign. She is originally from Montana and holds a bachelor’s degree in government from Georgetown University.
