The Massachusetts Department of Energy Resources released new regulations for the SMART program. While there are a number of positive provisions, Dave Gahl, senior director of Northeast state affairs at the Solar Energy Industries Association (SEIA) argues that several provisions will result in significant harm to the solar industry and should be revisited in light of the pandemic.
