Utah Energy Storage Policy and Market Overview
The four corner states expect to deploy the largest capacity of energy storage this decade, and Utah is entering the mix. Deregulatory legislation, ambitious utility procurement, and residential incentives are leading the state’s storage growth.
Electric utilities are eager to invest in grid scale battery storage in Utah. The 2016, Sustainable Transportation and Energy Plan Act (SB 115) gives legislative permission to utilities to invest in, set tariffs, and provide incentives for battery storage. In turn, utilities are pursuing ambitious goals to deploy assets. Rocky Mountain Power, the largest electric utility in Utah, set energy storage goals at 7,560 MW by 2032.
Utility-offered incentives are aiding a robust procurement environment spurring growth in the residential and C&I sectors. BTM incentives launched Utah as a leader among residential storage deployments. The state ranked at the top of residential storage deployments in Q1 of 2024, reporting about 7 MWh of new installations.
