Missouri Energy Storage Policy and Market Overview

Missouri is an emerging hotbed for energy storage and renewable energy. Utility actions, a manufacturing-oriented approach, and R&D are laying the groundwork for wide-scale market growth across the state.

The Missouri Public Service Commission has issued some ESS guidance through regulatory order. In 2015, the PSC encouraged utilities to consider pursuing a DER database and report storage and storage-plus-renewables in IRPs. Additionally, Ameren, Missouri’s largest electric utility plans to deploy 800 MW of battery storage by 2039. Missouri’s market has potential to grow with several funding streams and independent R&D institutions supporting battery storage development.

Missouri is a leader in battery storage manufacturing. The state records the highest annual payroll for battery manufacturing jobs in the country. Battery manufacturing investment opens significant opportunities for a circular market and prosperous state economy. Missouri’s industry, regulatory, and utility stakeholders are establishing a strong battery storage market that is supporting workforce development and grid resilience.
