Maryland State Solar Overview

Maryland has established a strong solar market through ambitious renewable energy policies and continued support for distributed generation. The state has significantly expanded its renewable energy goals beyond earlier targets and continues to see steady growth in residential, commercial, and community solar.

 

SEIA Maryland State Policy Priorities

SEIA supports stable, long-term market structures, including improvements to the state’s renewable energy credit framework, to ensure continued solar market growth.

During the 2026 session, SEIA worked with lawmakers to pass the Utility RELIEF Act (HB 1532). The law charts a responsible path forward for the evolution of Maryland’s net metering program and provides regulatory certainty to companies that invested in projects under the current rules. Rooftop and community solar are popular because they offer Marylanders some control over their own energy production and electricity bills. The bill also doubles the state’s net metering program from 3 GW to 6 GW and directs the Maryland Public Service Commission to design a new net metering framework to be implemented starting July 1, 2027.

SEIA also works to advance policies that expand community solar, improve interconnection processes, and enable greater deployment of distributed energy resources across the state.
