  1. Establish a SREC multiplier for low-income solar facilities.  The idea is:

Giving a slight boost to those SREC values would help with the financing of those facilities. This would serve the public policy purpose of enhancing solar access and affordability in underserved communities. The attached Word document [given to me by the environmental organization] describes other states that have broader SREC multipliers. 

  1. Solar Workforce Development Fund.  The idea is:

Establish a 1-time fee for new solar installations in the state that would help to fund solar workforce development that could be housed at Community Colleges. The solar industry would help to set the curriculum for those programs, and helping to place trainees into solar jobs at the end.  

These attached represents sample figures that were drafted by the environmental organization floating the idea, and would have to be worked out with the solar industry. This simply gives a sense of the type of funding that the environmental organization is thinking about.
